    Project development starts with assumptions

    At Level 1 many inputs may be estimated. As the project develops, benchmarks are replaced with better data. Better data means better project decisions — reaching Level 7 does not make any of it final.

      Validated water source

      A confirmed supply route and cost, not an assumption.
